We Support. The right to vote and choose representatives in America is retained solely by citizens of the United States, who, owing true faith and allegiance to the Constitution, are not subject to any foreign power. According to Article 1, Section 8, Clause 17 of the Constitution, Congress is granted the authority to 'exercise exclusive legislation in all cases whatsoever' involving Washington, D.C. Exercising the franchise: Voting is one of the great responsibilities of citizenship. The Council of the District of Columbia undermined this responsibility by extending it to noncitizens.
